Article 73 of D.Lgs.81/08 requires employers to ensure that workers assigned to use work equipment requiring particular knowledge and responsibilities receive adequate and specific training, information and instruction, enabling them to use the equipment appropriately and safely, including in relation to risks that may be caused to other persons.

The State-Regions Agreement of 22/02/2012 identified the work equipment for which specific operator certification is required, as well as the procedures for recognising such certification, training providers, duration, guidelines and minimum validity requirements for training.

Training for workers assigned to use this work equipment, as provided in the State-Regions Agreement of 22/02/2012, must follow precise programmes, durations and methods, including theoretical and practical training, with learning assessments also conducted “in the field”.

The training course for operators of mobile elevating work platforms with and without stabilisers (i.e. any wheeled vehicle, excluding those running on rails, designed to transport, tow, push, lift, stack or place on shelving any type of load and operated by an on-board operator with seat), compliant with the contents of the aforementioned Agreement, allows, subject to passing the required assessments, to obtain the certification for their use.

Course objectives

To provide safety training elements to workers assigned to operate mobile elevating work platforms (PLE) with and without stabilisers, in compliance with the requirements of Article 73 of D.Lgs.81/08 and the State-Regions Agreement of 22/02/2012 concerning the identification of work equipment for which specific operator certification is required, as well as the procedures for recognising such certification, training providers, duration, guidelines and minimum validity requirements for training, implementing Article 73, paragraph 5, of Legislative Decree 9 April 2008, no. 81 and subsequent amendments and additions.
